Carla Jacobs provides Lewis-Burke clients with timely and relevant insight into federal agency priorities and processes.  Ms. Jacobs has significant experience managing federal, congressional, and coalition activities for clients with diverse and emerging interests. She acts as a primary contact at the firm for clients, and helps develop a plan for action to move forward policy and funding goals that have been identified at top levels or within individual departments. Serving a key D.C. representative for several clients, Ms. Jacobs has built significant relationships with congressional, federal agency, higher education association, and coalition staff members which she leverages as resources for clients located away from our nation’s capitol.

Ms. Jacobs monitors specific legislation, public policy activities, and federal funding opportunities. She offers expertise relating to the Department of Education, the Department of Health and Human Services, and the National Science Foundation. Her diverse issue portfolio includes higher education policy, student financial aid, computing and cyber infrastructure, minority health and health disparities, social and behavioral science, and stewardship of large facilities.

Prior to joining Lewis-Burke in 2009, Ms. Jacobs spent time working in both the public and private sectors, including the Pennsylvania district office of Congressman Joe Sestak, the Washington D.C. office of South Dakota Senator Tim Johnson, and the AFL-CIO Business Investment Trust where she worked in marketing and government affairs. Ms. Jacobs is a graduate of Colgate University in Hamilton, New York, where she received a Bachelor of Arts degree in political science.
