Carole B. McGuire has held active leadership roles in the decision making process on Capitol Hill for more than three decades. Now an integral member of Lewis-Burke Associates LLC, Ms. McGuire provides clients with a distinct advantage by utilizing the breadth of her experience and unique perspective to advance client objectives. Ms. McGuire’s areas of expertise include the Department of Energy, the Department of Interior, and the U.S. Department of Agriculture, including the 2008 Farm Bill.  Having worked directly on annual appropriations legislation for 20 years, Ms. McGuire has intimate knowledge of the federal budget and appropriations process. She has extensive knowledge of Congressional operations and politics, especially relating to the United States Senate. 

Prior to joining Lewis-Burke in 2005, Ms. McGuire served as Deputy Staff Director of the Senate Energy and Natural Resources Committee. In addition to handling budget issues and appropriations, she worked with staff on a broad range of policy issues associated with the Energy Policy Act passed in the summer of 2005, Department of Energy civilian energy R&D programs, and the public lands and water agencies of the Department of Interior and the Forest Service. 
 
Before joining the Energy and Natural Resources Committee, Ms. McGuire spent 27 years on the Senate Budget Committee, most recently as the Deputy Staff Director and Director of Appropriations.  Here, she accrued in-depth knowledge of federal programs and the workings of the White House, Office of Management and Budget, and Executive Branch agencies.  She worked with Senate and House leadership offices and appropriations committees on a wide range of funding and policy concerns, including science, technology and education issues.
 
Ms. McGuire received her Bachelor of Arts degree in political science from Western Washington State College in Bellingham, Washington in 1974.
